Teenage Mutant Ninja Turtles: Pizza Tossin' Leo Action Figure (Playmates, 90s)

Now this is about as wacky as the TMNT ever got. When/why did they look like this? 
The pizza tossers, were probably one of the last great hurrahs for the series, as interest was stagnating and nobody really cared anymore at this point. 

Condition: Good/great, but not accessories.
