Very rare little figure, that was released in certain Kelloggs cereal packs, in a few select European countries in the late 90s. It's basically just a weird looking Mario-figure, with a suction cup on his back; but you know how it is with these officially licensed Nintendo-items - they're video game history, and thus, quite collectible!
Condition: Great, but the suction cup doesn't really suck anymore.
