It's war, but for kids! 
G.I. Joe was a stupidly popular rebranding of an old action doll, that became so popular it spawned both a cartoon, several movies and reboots that are still being made to this day. 

Here we have "Destro", who, given the face paint, we're gonna assume is probably a villain.
